Honorary Doctor of Laws
Citation delivered by professor D’Maris Coffman at the University of Wollongong on the occasion of the admission of Carlene Anne York as a Doctor of Laws (honoris causa) on 3 November 2026.
Pro-Chancellor, I present to you Ms Carlene Anne York APM EMPA.
For more than four decades, Carlene York has served the people of New South Wales through policing, emergency management and public leadership. Her career has been defined by calm command in complex circumstances, by sustained organisational reform, and by a conviction that public safety depends on capable and inclusive institutions.
Carlene held senior roles across the New South Wales Police Force, including Assistant Commissioner for Forensic Services, Commander of the Northern Region and Commander, Human Resources. Her leadership ranged from operational policing to the systems that sustain a large workforce. She advanced forensic capability through new laboratories, robotics and mobile fingerprint and investigative technologies. In human resources, she led major reforms focused on workforce health, wellbeing and resilience, strengthening support for police officers and staff across their careers.
Her operational leadership was tested in one of the most significant manhunts in Australian policing. As Commander of the Northern Region, Carlene led the multi-agency operation that resulted in the capture of a notorious fugitive after more than seven years evading police. The operation required strategic planning, intelligence-led policing and sustained cooperation across difficult terrain. Her success reflected her capacity to bring people and agencies together around a demanding public purpose.
In 2019, Carlene became Commissioner of the New South Wales State Emergency Service, the first woman to ever lead the organisation. Over the following five years, she guided the Service through repeated and severe fire and flood emergencies, including the devastating Northern Rivers floods of 2022. At a time of prolonged pressure on communities, volunteers and emergency personnel, her leadership combined decisive coordination with a clear focus on people. She strengthened operational capability, training, governance and communication technology, while championing the wellbeing of those who serve.
Carlene’s influence has also reached across Australia and New Zealand. She served as President of the Australasian Fire and Emergency Service Authorities Council and continues as a board member. She is also Chair of Girls on Fire, helping to create pathways for young women and under-represented groups into fire and emergency service careers. These roles continue a lifelong commitment to collaboration, inclusion and stronger, more resilient communities.
Carlene’s association with the University of Wollongong began through her Graduate Certificate in Management, completed in 1996. Her subsequent career demonstrates the value of education joined with courage, integrity and service. She has also worked with UOW on research and partnerships, bringing practical emergency management experience into connection with the University.
Through leadership in policing and emergency management, Carlene York has strengthened public institutions, supported those who protect our communities, and helped Australians face moments of danger and uncertainty with greater confidence.
Pro-Chancellor, it is a privilege to present Ms Carlene Anne York APM EMPA for admission by the University of Wollongong to the degree of Doctor of Laws, honoris causa.
