Comparison of Old Rules and New Rules

Below is a summary table is a basic outlines of the changes to rules for international students from 1 July 2007.

Appeals The University has varying timeframes in which a student can appeal a decision. Students were not made aware of their right to appeal to external organisations. When a student's enrolment is ceased by the University, a student will have 20 working days in which to appeal the decision. Investigation of a formal appeal must commence within 10 working days of submission.
Change of Provider Currently international students are unable to change education providers for the first 12 months of their principal course. This is also condition 8206 of their student visa. International students will be able to change their education provider after only completing 6 months of study at their principal provider. Condition 8206 will no longer be placed on your student visa.
Course Progress The University currently has Minimum Rate of Progress (MRP) Rules that determines when a student’s progress within a course is satisfactory. Undergraduate students are first placed on referral, then on probation and they are excluded. Postgraduate students are initially placed on probation and then are excluded. The University is required to proactively notify and counsel students who are at risk at failing to meet their course progress requirements. At a minimum institutions need to notify and counsel students if they have failed or are deemed not yet competent in 50% or more of the units attempted in any study period. The University is also required to implement a 20 working day appeal period if they have been excluded.
Part Time/Full Time Study Rules International Students must be enrolled full time each session. Currently the University accepts 18 cp as a full time load and has specified acceptable loads for students who enrol in different sessions. International students will now be required to complete their course within the timeframe set on their COE. This means that most international students must enrol in 24cp per session. Students can apply to extend their course duration due to compassionate or complelling circumstances, the activation of an approved intervention strategy or an approved leave of absence.
Leave of Absence Currently international students are only able to take a leave of absence or break from their studies for a very short period time under very limited circumstances (bereavement and medical circumstances only). International students can take an approved leave of absence for Compassionate or compelling circumstances. These are defined as generally those beyond the control of the student and which have an impact upon the student’s course progress or wellbeing.
