Publications
Dr Andrew H Kelly is a Senior Lecturer at the Faculty of Law, University of Wollongong, where he also is a member of the University’s Institute of Conservation Biology and Law. He teaches in the areas of administration law, environmental law and local government law. Andrew’s research work focuses on the interconnections between land-use planning, nature conservation, the nature of local government and relevant regional mechanisms. He is qualified in both town planning and law, having worked in rural and urban local government, as well as the NSW state government, before joining academia. He is a co-author of the ‘Biodiversity Planning Guide for NSW Local Government’, which in 2002 was awarded the Planning Institute of Australia’s prestigious national ministerial prize for planning excellence. Other recent publications focus on county councils, local environmental management and threatened species conservation law. In 2004, Andrew was awarded his PhD which critically examines the role of local government in biodiversity conservation. He is now publishing from his work. Shortly after its submission, he attended a conference in Italy on environmental tax where he addressed the anti-environmental nature of municipal rating. Andrew has recently been invited to participate in conferences and seminars on environmental and planning law. In addition to his academic duties, Andrew carries out training workshops for councillors and municipal staff. He is also a member of the NSW Law Society’s Specialist Accreditation Committee on Local Government and Planning Law.
