PLANNING FOR WIND ENERGY: CONTROVERSY OVER WIND
FARMS IN COASTAL VICTORIA

ABSTRACT:
The wind energy industry in Australia is in the early stages of
development. Recent proposals to build wind farms on the Victorian
coast have revealed the issues that are emerging as highly controversial
in local communities, in particular the visual impact of wind turbines
and the preservation of coastal landscape values. This article describes
how the planning legislation in Victoria addresses the specific
issues raised by wind energy, discusses the deficiencies of the
planning system as perceived by some community groups, and concludes
with observations regarding the future challenges for wind energy
in Australia.
