ANATOMY OF INTEGRATED PLANNING: REFLECTIONS ON THE SHORTCOMINGS
OF INTEGRATED LOCAL AREA PLANNING AND HOW THEY MIGHT BE OVERCOME

Local government in Australia
is making a significant contribution to ecologically sustainable
development (ESD). This contribution can be enhanced through an
approach to planning that is philosophically based on ecocentric
values. This article explores the shortcomings of the Integrated
Local Area Planning (ILAP) model adopted by councils in 1993 and
explains how the impediments to effective integrated planning can
be overcome through the application of an integrated multi-disciplinary
approach to local area planning that draws upon a values-based framework.
Guided by acceptance of the intrinsic value of human and non-human
elements of the environment, diversity and participation, councils
should be able to enhance their ESD efforts and apply a more holistic
and integrated planning approach.
