COMPARISON OF TWO COMMONWEALTH/STATE ENVIRONMENTAL MANAGEMENT PROGAMMES IN AN EVALUATION FRAMEWORK

ABSTRACT:
National Environment Protection Measures represent a new mechanism to achieving compatible approaches to environmental management across Australia. Using an evaluation process framework, two Measures – the National Pollutant Inventory and the Ambient Air Quality Measure are analysed and compared. While it is too soon to determine if these Measures will produce long-term improvements in environmental management, there are signs of greater consistency in jurisdictions in relation to air quality monitoring and reporting. The National Pollutant Inventory has improved public accessibility to emission information but more work is needed to improve the accuracy of emission estimations.
