Andrew Kelly


Andrew H Kelly BTP, LLB (UNSW), GradDipLegPrac (UTS), PhD (UoW).

Dr Andrew Kelly is a Senior Lecturer at the Faculty of Law, University of Wollongong , where he also is a member of the University's Institute of Conservation Biology and Law. He teaches in the areas of administrative law, environmental law and local government law. Andrew's research focuses on the interconnections between land-use planning, nature conservation, the nature of local government and relevant regional mechanisms. He is qualified in both town planning and law, having worked for rural and urban local government, as well as for the NSW state government, before joining academia.

Andrew is a co-author of the Biodiversity Planning Guide for NSW Local Government , which in 2002 was awarded the Planning Institute of Australia 's prestigious national Ministerial prize for planning excellence. Other recent journal publications focus on the conflict between conservation and recreation on municipal parklands, the potential regional environmental role of county councils and threatened species conservation law. The recent 2006 fourth edition of the NSW Environmental Law Handbook contains two chapters written by Andrew. Current funded research work involves conservation off-setting mechanisms at the local level and council responsibilities in managing domestic animals.

In 2004, Andrew was awarded his PhD which critically examines the role of local government in biodiversity conservation. He is now publishing from his work, addressing matters such as neighbourhood amenity, 'state of environment' reporting and, importantly, taxation by NSW Local Government. In 1994 Andrew and A/Professor Natalie Stoianoff presented a joint paper at the Fifth Annual Global Conference in Italy on the anti-environmental nature of local government rates, to be published shortly.

Andrew regularly presents papers at conferences, seminars and workshops on environmental, planning and local government law. In addition to his academic work, Andrew carries out training sessions for councillors and council staff. He is also a member of the NSW Law Society's Specialist Accreditation Committee on Local Government and Planning Law.
