Background and contributions to the field
Mr Grossman has a background in health policy, both as an academic and as a policy-maker in governmental and quasi-governmental organisations. He brings to this project his expertise in policy-development and evaluation. He was one of the drafters of "Strategic Directions for Health 1998-2003", a document setting out the NSW Health Department's policy priorities. This document was used through 2003, despite subsequent changes in senior management, and provided the policy framework for the expenditure of over 20 billion dollars of government funds. In recent years he has been Acting Manager, Research and Development Policy, NSW Health Department, and has held senior jobs in illicit drug policy, most recently as manager of the overall evaluation of all NSW Government drug programs on behalf of the NSW Cabinet Office. His academic research using stakeholder analysis has included planning a major food policy program in Penrith (Grossman and Webb 1991). He also has relevant experience in clinical policy, including having managed the NSW Health Department's clinical ethics programme, acted as Deputy Chair of the Family Planning NSW Ethics Committee, and published academic papers relevant to clinical policy-making processes (e.g. Grossman and Leeder 1994).
